Which are the key obstacles?
1. Small localities lack of capacity, funding, expertise and resources
2. Small localities are still very isolated
3. EU policies are largely based on the realities of larger cities
4. Local actors believe that migrants should be responsible for their own integration
5. In small localities interactions between local residents and migrants are scarce
Policy recommendations to overcome obstacles:
1. Facilitate small localities’ access to existing EU funds
2. Foster interactions with EU, national, regional and local level institutions
3. Encourage small localities to develop local integration strategies
4. Promote the EU definition of integration as mutual learning and adaptation between newcomers and long-term residents
5. Promote initiatives with local NGOs to bring old and new residents together to build a sense of belonging to the local community
